When you create a new "Windows Phone Application" project in Visual Studio, you get a complete app that you can instantly compile into a .xap file and deploy to the emulator or a physical phone. The app doesn't actually do anything other than display some text on the screen, but it sets up a lot of infrastructure that would be difficult and tedious to create from scratch.
